Clawback Cascade: The Enforcement Mechanism
All of this infrastructure exists to make one thing work: clawbacks with cascading transaction reversal.
The clawback cascade is the enforcement primitive. Without it, every on-chain court, regulator, and arbitration system is just an opinion. With it, there are real consequences:

Wallet gets flagged (by any authority — off-chain or on-chain)

Anyone interacting with a tainted wallet risks having THEIR transactions reversed

Rational agents won’t interact with tainted wallets

Bad actors are economically isolated
This creates a self-enforcing compliance system. You don’t need police if nobody will do business with criminals. The cascade IS the enforcement.
Why both off-chain and on-chain authorities matter:

Off-chain: Can flag wallets based on real-world investigations (stolen credit cards, identity theft, physical crimes)

On-chain: Can flag wallets based on on-chain evidence (wash trading, manipulation, sanctions evasion)
Neither alone is sufficient. Together, they cover the full spectrum. The seamless inversion means the ratio shifts over time without breaking anything.
