Update and AMA#2 (Oct 18)

The debate over the last few days has been a fantastic example of our community governance at its best. Based directly on your input, we have just pushed another significant update.
This is your feedback in action (thanks, @phroi @Yeti @NightLantern and @knmo)! Key changes include:
A new, automated process for handling project delays.
A clarification on how voting thresholds are calculated for USDI proposals.
