Yes, it’s vulnerabilities all the way down!! “Forgetting” to count votes is just a simple hackity hack on the Postgres DB 
Possible Fixes:
- Fully redesign the protocol, see for example On-Chain Tally
- Release a locally runnable tool that support those 9 requirements
Solution:
- Ideal: 1 and 2
- Acceptable: 2
- Team: not 1, nor 2
